The independent contributor who submitted this image adds: "VOA occupies a 60-year-old building a few blocks from the Capitol. Originally housing an army of social security clerks, the structure is now home to VOA's modern radio and television studios. These third floor urinals are apparently original to the 1939-40 building... designed by Charles Z. Klauder."
