"This civic center is located right next to the city hall and police department. To the left hand side is a small window about 1 foot square - a regular window, not one made of hammered or frosted glass. [One] can clearly see what's going on in the restroom from outside at night. This restroom probably was addenda at the time as the fixtures in this room are much newer than the fixtures in the other restroom."
