He writes: "Sir Stamford Raffles, who founded Singapore in 1819, selected this hill for the government offices, and in the early days a flag was raised to signal the arrival of a mail ship. It is now an attractive park with spectacular views all round. Even though it is in the middle of the city, it tends to be very peaceful, as many of the residents stay away in the belief that it is haunted."
